1 kV AND UP TO AND INCLUDING 52 kV


Scope

This publication specifies the procedure adopted by members of STL for the issue of certificates for AC Metal-Enclosed Switchgear and Controlgear complying with the requirements of IEC 62271-200.

This guide has been prepared by the Technical Committee of STL to ensure a uniform interpretation of IEC 62271-200 when testing AC Metal-Enclosed Switchgear and Controlgear, and to unify methods of testing and measurement.

This publication is a guide to the interpretation of the technical requirements of IEC 62271-200.

The General STL Guide is applicable except as amended by this publication.



Certification Procedure for Type Tests


When a metal-enclosed switchgear has satisfied the specific requirements, the STL Member will, upon request, issue one of the following types of certificate:


a)Type Test Certificate of Complete Type Tests

This certificate provides the verification of the rated characteristics of a metal-enclosed switchgear assigned by the manufacturer in accordance with clause 4, items a) to j) inclusive of IEC 62271-200. The certificate comprises those tests as detailed in Clause 6, item a) to g) inclusive (and h) to p) inclusive, where applicable) on the switchgear and controlgear as well as on its switching devices and other components including auxiliary and control circuits. Items q) and r) inclusive, if required by the client, should be included in a separate test report.


b)Type Test Certificate of Dielectric Performance

This certificate provides verification of the dielectric performance of a metal-enclosed switchgear and controlgear in accordance with the requirements of clause 4, item b) of IEC 62271-200. The certificate comprises those tests necessary to prove compliance with the lightning impulse voltage and power frequency voltage test requirements as detailed in sub-clause 6.2 of IEC 62271-200 for the main circuits and when tested in accordance with IEC 60060-1. It also comprises the tests to verify the protection of persons against dangerous electrical effects as detailed in subclause 6.104 of IEC 62271-200 if applicable.


c)Type Test Certificate of Temperature Rise Performance

This certificate provides verification of the temperature-rise limits of a metal- enclosed switchgear and controlgear in accordance with clause 4 items c) and d) of IEC 62271-

200. The certificate comprises those tests necessary to prove compliance with sub- clauses 6.4 and 6.5 for the main circuits of IEC 62271-200.


d)Type Test Certificate of Short-Circuit and Making and Breaking Performance

This certificate provides verification of the short-circuit ratings of a metal-enclosed switchgear and controlgear assigned by the manufacturer in accordance with clause 4, items c) and e) to i) inclusive of IEC 62271-200. It should be noted that for item h), only the ratings with respect to short-circuit conditions are verified. The certificate comprises the short-time withstand test as detailed in sub-clause 6.6 and verification of the short-circuit and the rated making and breaking capacities of all the switching devices, where relevant, incorporated in the main circuit and/or in the earthing circuit of the tested switchgear and controlgear to sub-clause 6.101. This includes the requirements in each appropriate STL Guide. The certificate shall show compliance with both sub-clauses 6.6 and 6.101 of IEC 62271-200.

If the switchgear and controlgear does not incorporate switching devices, the title of the Certificate may be modified to "Type Test Certificate of Short-Circuit Performance.

If the switchgear and controlgear is intended to be IAC classified, then internal arcing tests are mandatory. These tests according to sub-clause 6.106 and Annex AA, may then be included in the Certificate of Short-Circuit Performance.


e)Type Test Certificate of Internal Arc Performance

This certificate provides verification of the IAC-classification if assigned by the manufacturer in accordance with clause 4, item j). The certificate comprises those tests necessary to show compliance as detailed in sub-clause 6.106 and Annex AA of IEC 62271-200.


NOTE 1 Certificates identified in item a) to e) above may be combined into one or more documents and in this case, the title should refer to the certified ratings covered by the tests. For example, “Type Test Certificate of Dielectric Performance and Temperature Rise Performance” may be combined.

NOTE 2 For all other type tests including the optional type test as listed under item q) to r) in 6.1 of IEC 62271-200 a separate Certificate cannot be issued. The results of such type tests complying with the standard may, however, be included within one of the above mentioned Certificates using the form identified in sub clause 6.3 of the General Guide “This certificate also verifies +…add the description of the additional type test”.

1) = For each switching device tested reference will be made to the appropriate Table 2, which will follow the rating page. Alternatively, the ratings / characteristics may be mentioned on the rating page.

 

Note:

For all switching devices included in the main circuit and for earthing devices the appropriate Table(s) 2 will form part of the certificate according to IEC 62271-200: 2011. For convenience, the tests for verification of the making and breaking capacities may be included in separate certificates for the switching devices. In that case, cross reference will be made in the relevant Table(s) 2.

Additional tests carried out on switching devices included in the main circuit and for earthing devices in order to verify making and breaking capacity in not identical compartments, or additional tests to verify performance with different current paths in double busbar arrangements (STL Guide to IEC 62271-200: 2011) shall be incorporated in the certificate to IEC 62271-200: 2011.
